Regional Rugby Development Officers / Program Coordinator Job Description

$14 per hour, Part Time Position (Average 10 hours per week)  


Rugby Manitoba is seeking an energetic, organised and collaborative person to join their team on behalf of Local Rugby Clubs across Manitoba. The position requires great organisation, communication and problem solving skills. Prior experience organising sporting programs is ideal.

Reporting to both the Club’s Junior Coordinator and Rugby Manitoba’s Development Officer, the position is a part time seasonal position running from July 2020 to February 2021. The RRDO will be expected to work approximately 10 hours per week although workload may vary. 

Job Description

  • Develops, organizes and implements a high-quality Junior Rugby Program.

  • Directs and supervises activities to meet club objectives. Expands programming within the community in accordance with club goals.

  • Secures, schedules and prepares fields and facilities. Including obtaining permits.

  • Recruit volunteer coaches for the season. Manage local coaches to ensure quality delivery of programming.

  • Manage game day operations including management of coaches and their rosters, as needed.

  • Organizes and conducts parent orientation meetings with coaches and training for coaches in conjunction with Rugby Manitoba.

  • Develops and implements a marketing plan to recruit participants for the program.

  • Organises club TRY RUGBY days to bring new people into the sport

  • Develops and maintains community relationships

  • Responds to member and community inquiries and complaints in a timely manner

  • Compiles program statistics in collaboration with Rugby Manitoba

  • Occasionally be required to assist with Rugby Manitoba Programming

  • Ability to work within the Rugby Manitoba COVID-19 Return to Play Framework.

Desired Qualifications, 

  • Minimum age of 18

  • Supervisory experience

  • Word Processing and communication skills

  • Excellent written and verbal communication skills

  • Social media and marketing experience

  • Coaching experience

  • Working with Children

  • Passion for youth development

  • Ability to organise and use time effectively

RUGBY RETURNS TO MANITOBA!

Rugby Manitoba is excited to announce that Rugby is officially returning to Manitoba.

Commencing with stage 3 non contact restrictions, 1 hour session limits and touch/flag games, clubs are now allowed to resume sanctioned activities.

Clubs are encouraged to operate their own touch leagues in an effort to retain players and attract new players to the sport.

The safety of the community is paramount, and all players and clubs are reminded to follow the protocols outlined in the Return to Play Framework.

Details on a move to Phase 4 will hopefully be announced shortly, pending Provincial Government Approval. This would allow clubs to reintroduce contact rugby in a modified playing environment. This includes Rugby X, 7’s and 10’s variations of the game.

Rugby Manitoba would like to thank the volunteers who contributed to the return to play document, particularly Brendan Kowal and Braeden Willis for their involvement in the National Return to Play Group.

Clubs are now invited to apply for sanctioning to recommence activities that fit within the Return to Play Framework.

RETURN TO PLAY GROUP ESTABLISHED

Rugby Canada and Provincial Unions establish working group to develop ‘Return to Play’ strategy

May 11, 2020 (Langford, BC) Rugby Canada and the Provincial Rugby Unions are pleased to announce the formation of a pan-Canadian working group with the objective of developing a nationwide ‘Return to Play’ strategy.  The formation of this working group comes as various jurisdictions in Canada begin to loosen some COVID-19 lockdown restrictions. 

The working group will be chaired by Annabel Kehoe, CEO of BC Rugby and consist of representatives from each Provincial Rugby Union and Rugby Canada.  Additionally, each of the provincial unions will be inviting key leaders and coaches from their rugby communities to contribute to this work.  The working group will adhere their planning to the guidelines of relevant public health authorities in each province and the Sport Medicine Advisory Committee. The group will also work in conjunction with Rugby Canada’s national insurance provider.  The objective is to establish what the various stages of returning to play will be.  To ensure that club rugby can be part of the gradual reopening of communities across Canada, the working group will initially consider creative options in terms of ‘rugby-type’ activities, while also developing plans towards resuming full 7s and XVs competitions.


No timelines for implementation have been confirmed at this point, but these will be in sequence with the relaxation of current Provincial public health restrictions within each Province. 

Currently, there is an indefinite national suspension of all sanctioned rugby activities including all in-person registered participant team training sessions, all in-person training/education courses and all inter-provincial, club, domestic and international matches and tours.  The national suspension on sanctioned rugby will be lifted when the first Province(s) return to play.  Play will not have to resume uniformly across all Provinces at the same time.  The decision on when to return to play will be made individually by each Provincial Union, with notification made to Rugby Canada.

Rugby Manitoba President Dave Simpson said, “With the unprecedented effect Covid 19 has had on the rugby community across Canada, the rugby community has embarked on a cross Canada effort to prepare ourselves for the opportunity to return to play on the fields, in the clubhouses and enjoy the camaraderie that has made rugby what it is. With the efforts from coast to coast, from so many diverse backgrounds, our plan is to have a comprehensive and safe plan to return to play.”


Rugby Canada CEO Allen Vansen said, “This is a positive first step in what will be a methodical, long-term process of returning to play safely. We all want rugby to resume as soon as possible, but we have been steadfast in our commitment to the welfare of players, staff, officials and fans as our top priority.” Vansen continued, “Sport plays a critical role in the physical and emotional wellbeing of Canadians, and rugby clubs are at the heart of our communities providing opportunities for many people to be physically active and engage with new and old friends.”

STATEMENT REGARDING COVID-19

To: ALL MEMBERS AND PARTICIPANTS

ALL MEMBERS AND PARTICIPANTS,

Due to the COVID-19 pandemic’s presence in Manitoba, Rugby Manitoba advises all member clubs and participants to suspend all rugby activities, practices and training until further notice. This includes Rookie Rugby and High School spring rugby which has been put on hiatus by MHSAA.

At this time, coaching education activities will proceed as planned. These are essential for the safety of our sport and due to the small sizes of participant groups the risk of transmission is low in line with current advice from Manitoba Health.

Rugby Manitoba will remain in regular correspondence with Rugby Canada, Sport Manitoba and Manitoba Health to provide up to date information as the situation develops.

The health and safety of our membership and participants will remain our highest priority. Everyone is reminded of the importance of proper hygiene to help reduce the risk of spread of infection. Here are some recommended measures to follow;

  1. Wash your hand often with soap and water for at least 20 seconds. Use an alcohol-based hand sanitizer if soap and water are not available. Make soap and/or hand sanitizer available in dressing rooms, practice facilities, and meeting places.

  2. Monitor illness and injury at all times. Do not attend any rugby-related events if you are not feeling well or have any cold or flu-like symptoms.

  3. Avoid contact with sick people, including avoiding close contact with people suffering from acute respiratory infections.

  4. Do not share towels, clothing, bars of soap, or other personal items with other players.

  5. All players and staff should have their own water bottles to prevent the transmission of viruses and bacteria. Water bottles should be labeled and washed after each practice or game. Water bottles should not be shared at any time.

  6. Cover your mouth and nose with a tissue or your sleeve (not your hands) when coughing or sneezing.

As the situation develops, Rugby Manitoba will continue to issue new advice in line with provincial health and sporting governing bodies. We advise you to continue to monitor the situation at https://www.gov.mb.ca/health/.
